The situation
The SOP library was written over fifteen years by thirty authors. Parameter values conflict between documents that govern the same step. Procedures reference other procedures that no longer exist. Requirements read “periodically” and “as appropriate” - words no one can be trained to and no one can be audited against. Two documents that started as copies have quietly diverged into two different instructions for the same task.
No individual author did anything wrong. Corpus problems are invisible from inside any single document, and no human reads four hundred SOPs side by side. So the conflicts surface the expensive way: an operator follows one document while an investigator reads another, a deviation gets written against an ambiguity, a training module teaches a step its procedure no longer contains.
Training inherits every one of these defects, because training begins with the documents. A qualification program built on a conflicted corpus teaches the conflicts.

A prioritized remediation roadmap. Not “fix everything” - a sequence. Which conflicts create inspection risk now, which gaps block training, which clusters can be resolved in one revision cycle. The roadmap turns a ten-year accumulation into a workable program.
